The DIA: ISIS "A Strategic Asset"?

According to a recent report at Judicial Report (via Levant Report):
Astoundingly, the newly declassified report states that for “THE WEST, GULF COUNTRIES, AND TURKEY [WHO] SUPPORT THE [SYRIAN] OPPOSITION… THERE IS THE POSSIBILITY OF ESTABLISHING A DECLARED OR UNDECLARED SALAFIST PRINCIPALITY IN EASTERN SYRIA (HASAKA AND DER ZOR), AND THIS IS EXACTLY WHAT THE SUPPORTING POWERS TO THE OPPOSITION WANT, IN ORDER TO ISOLATE THE SYRIAN REGIME…”.

The document shows that as early as 2012, U.S. intelligence predicted the rise of the Islamic State in Iraq and the Levant (ISIL or ISIS), but instead of clearly delineating the group as an enemy, the report envisions the terror group as a U.S. strategic asset.

While a number of analysts and journalists have documented long ago the role of western intelligence agencies in the formation and training of the armed opposition in Syria, this is the highest level internal U.S. intelligence confirmation of the theory that western governments fundamentally see ISIS as their own tool for regime change in Syria. The document matter-of-factly states just that scenario....

  1. There are some serious problems with how this 'report' is being contextualized. I know that most people won't know, but I would expect an organization such as Judicial Watch, to have [or gain] a modicum of knowledge about which something they report on. Perhaps they do know, and merely have an agenda?

    The source file is not a "DIA Report". The source file is an IIR. IIRs are almost exclusively used to convey intelligence or assessments gleaned from an external source. Sometimes, IIRs are used to capture the atmospherics from a US person, in interaction with foreign sources or governments, but nearly always.....they convey information from a non-US source.

    The source info action has [rightly] been redacted, so we don't know who it came from [though the source is likely Iraqi], but a "DIA Report" would not be in an IIR format.IIRs are not only routinely shared among military and intelligence commands, but archived and accessible by those entities as well.

      I do not pretend nor have I ever pretended to be an intelligence expert.

      Question for you: What do the letters IIR represent?

      I do not find it out of the realm of possibility that our government would not partner with almost any group in order to unseat Bashar al-Assad, particularly what happened under the Obama administration with regard to Egypt (Mubark) and Libya (Muammar Gaddafi).

      It often seems to me that more than one of the United States' partnerships in the Middle East have led to terrible unintended consequences.

    Odd that none of my gay friends ever wanted to marry; they lived such dignified lives together for years, having gone to a lawyer and arranged the parts of their lives marriage might deny them.     1. Z: Yes, I say we need to get out. Completely. Perhaps continue providing material assistance to the Kurds, and the Israelis will be able to handle their security. The Shiites and Sunnis will be to busy butchering each other to be of much harm to third parties.

      They all hate each other over there. Murder, butchery and bloodlust are their raisons de etre. We need to get out of the way and let them get to it.

      Meanwhile, we need to completely shut down refugee programs for Muslims, while opening the door to ME Christian immigration.

And that will happen soon, it looks like. I suspect he'll leave to France or Switzerland fairly soon now.
      Well, now their people , women and children, are dead....because that control will never happen in those areas....they only KNOW dictators, and brutal ones, and while I've spoken about ARAB PRIDE many times, I'll say it again; it's this PRIDE which will put their tribe before their country EVERY TIME.

      Now that I wrote that, I think of the division Obama's causing in this country between races again, between the haves and have-nots, and that's a good example of what DOESN'T work; that's a kind of 'tribe mentality' he's created that will be dangerous for US, too. Americans knew UNITY. Our kids don't anymore, thanks to indoctrination

      Meanwhile, Al Sisi in Egypt is making noises about advancing and modernizing their understanding of Islam. If he's sincere, and the people are behind him, they could emerge into the new millennium given some economic assistance and development.

  4. George W. Bush took out the anti-Persian firewall, Saddam Hussein, leaving the Sunni Middle East's tender, tasty flanks exposed to the Shiite wolves.

    The Sunni powers are reconstructing that firewall in the form of ISIS. It won't be a nice, neat and brutally-efficient firewall like Saddam. The Shiites have pushed westward into Iraq.

    So, ISIS won't be a nice clean firewall, but the strategery must be that at least they can run rampant like the pack of vicious dogs they are and sow so much chaos that they tie up the Iraqi and Iranian Shiites and prevent them from making incursion into Sunni territory.

    I am not privy to anything. This is just my own assessment based on what I read in the papers.

    I believe there is a geist beyond human endeavor in back of this movement and very few, including her, capture that. But it's worth a read to better understand the world of the 'strong horse.' Also recommend Lee Smith's excellent book by that name. We must remember that the American growth in freedom is not nature's way. It's only natural to us, but an aberration to others.

  10. These people are soooo different from us and our western/American thinking. But their tribalism represents more the norm of history. Past groups came together around kinship affiliations - the clan. This shifted around Sparta. They 'cured' themselves of lethal violence within their own community - then preyed on their neighbors. Loyalty to the city-state triumphed kinship, class, and party.

    In the West - particularly here - we feel tribalism needs an explanation. We ask why do people behave like that? (The real question is why are we the way we are?) Tribal ways come naturally to the human race. We have forgotten that and always seem to be shocked to see them re-emerge with such force.

    In a way, that's what the divisive left feeds - recreating tribalism where it has been successfully eradicated, and playing the tribes off against each other.

    We won't get far in either battle without understanding this dynamic.

In fact, the OT has inclusive allowances and patient forbearance/toleration of those outside Israel. How the heck do you think the Moabitess Ruth ever got into the line of David? Or Hager and young Ishmael were succored by God and given promises of a future? Or Elijah led to save a Gentile widow and her son? Or why did God send a prophet to Gentiles (and exceedingly wicked ones at that) to open a door? And boy did Jesus tick off the religious rulers/clans of HIS day by pointing out that God has always reached out beyond the tribe to bring people to Him. Happily (for me) He still does!

    I have come to many of the same conclusions as you have.

    Which side is Obama on? Who can tell? My own best guess is that he wants to remake the world by standing against and somehow reversing the various outcomes of Western colonialism. The problem, of course, is that one can never reverse outcomes of past history -- particularly a period of history as long as that of Western colonialism.

  12. As we sit back and watch the tribal warfare continue, where do they stop? What country? No doubt they will be similar to Germany. I am sure when they have enough of blood letting and other sordid primitive methods of warfare they will simply stop and say enough is enough. Wasn't that the theory regarding Germany prior to and during the beginning of WWII? What am I missing?

    It seems to me that all our best intentions with nation-building in the Middle East have resulted in disasters. For one thing, self-government cannot be imposed from the top down; it must come from the bottom up. In tribal cultures, such a movement (from the bottom up) is chaotic and often has a different outcome from that which was intended.

    I read this (one link left above) and found myself nodding my head in agreement. I can't say, however, that I agree with this portion:

    Sounds good, but I personally don't see that as the long-term and beneficial outcome.

    In my view, that is because Obama's team is looking for unicorns to come over the rise. I don't believe that such is going to be the case. Is it ever the case when the world is in a state of upheaval? I don't see historical precedent for the unicorns -- but I do see precedents for tyrannies of several ilks to arise to combat the chaose.

    1. I believe it is essentially true, but rather than being the brainchild of nefarious CIA plotters doing the bidding to shadowy oligarchs, it is the result of stumbling US incompetence.

      The first mistake was unceremoniously cashiering Saddam's army officers. Those who survive are now working for ISIS.

      The second bad outcome from our invasion was the empowered Shia majority taking bloody revenge on the hated Sunnis, driving said Sunnis into the arms of terrorist co-religionists.

      I don't know if our government was naive, stupid or careless in funding, arming and training parts of ISIS. I doubt it was deliberate.

      The most likely explanation is that Obama's foreign policy JV team had unicorns in their eyes when dealing with the Syrian rebels. Despite the piles of BS emanating from the White House and the State Department, there was no way to vet any of those groups. They probably presented themselves as rebels, and then went over to ISIS as ISIS gained power. They're all sympatico anyway when it comes to extremism.

    2. The problem we face in arming alleged Syrian "moderates" is that all of these groups have had a history of shifting allegiances. The Free Syrian Army has often cooperated with al Nusra Front for example. Arming and training any of them, is arming and training all of them by proxy.

    Yes. Central America is better off. Thanks to not just Reagan, but people like Oscar Arias and OAS and UN types who mediated the conflicts and brought them to an end. The warring factions fight it out in the political arena now. How can that not be better?

    FMLN has won legitimate elections and now are in power in El Salvador. Been down there lately?

    You communist friends the Sandis, led by child-rapist Danny Ortega are back in power in Nicaragua, so see? It all worked out in the end.

  25. Regarding what was put out by Judicial Watch, it is worth reading. But then the obvious question must be asked. Is intelligence "chatter" (message traffic) in the same category as policy? Nope. To be sure of who aligns with whom, track the money. The money trail identifies the stakeholders in the game. If we have funded ISIS in her various reincarnations, we have a stake in the game.

    As for me, I prefer we not engage in weapons trafficking for regional conflicts. These things open a Pandora's Box for opportunism and exploitation by unknown entities or entities over which we have no real control nor legal jurisdiction.
